As Europe continues to grapple with the consequences of Russia’s invasion of Ukraine, one country sits uncomfortably at the center of its unresolved energy and security dilemmas: Turkey. Neither fully embedded in Europe’s energy architecture nor willing to remain a passive transit state, Turkey is asserting strategic autonomy at a moment when Europe can least afford ambiguity.

Despite hopes in Brussels, Turkey has not been structurally integrated into Europe’s post-Ukraine energy system. It remains viewed as a peripheral conduit rather than a strategic partner. Yet Europe’s ambition to fully de-risk from Russian gas by 2027 faces a hard reality: Turkey hosts the only remaining Russian pipeline into Europe via TurkStream and possesses import capacity far beyond its domestic needs. Ignoring Turkey does not eliminate dependency risks, it merely displaces them.

In 2026, Ankara’s real energy focus will not be the politically charged Eastern Mediterranean, but the Black Sea. With an estimated 750 billion cubic meters of gas already discovered and production underway, Turkey’s Black Sea reserves represent its most credible path to energy sovereignty. By contrast, Eastern Mediterranean gas remains hostage to unresolved maritime disputes and exclusionary regional alliances that risk turning Turkey from stakeholder into spoiler.

Geopolitically, Turkey’s role may be even more consequential. A Ukraine–Russia settlement is likely in 2026, and if it happens, Turkey will be among the principal facilitators, quietly, deliberately, and behind the scenes. No other NATO member maintains working trust with Moscow, Kyiv, Washington, and Europe simultaneously.

Even with peace, however, Russia’s rapid reintegration into Europe’s energy system is unlikely. The scars of the conflict run too deep. That leaves Europe with a strategic choice: continue treating Turkey as a marginal player or acknowledge it as a central pillar of regional energy security.

In a fragmented world, strategic autonomy is no longer an ambition, it is leverage. In 2026, Turkey intends to use it.
